Project developer Flexens is planning a green hydrogen and ammonia production facility with a capacity of approximately 300 megawatts in the Kokkola Industrial Park area. The plant is one of Finland’s largest ammonia projects currently underway. It will reduce emissions and improve Finland’s energy and ammonia production self-sufficiency. Operations are set to begin earliest in 2028.
The new hydrogen plant is being built in the Kokkola Industrial Park, on the west coast of Finland. The region is increasingly becoming a “green hydrogen hub” as wind and solar power capacity continue to grow locally. The choice of Kokkola was based on the city’s favorable industrial location, with a port in the vicinity and existing operators handling hydrogen and ammonia, ensuring a secure operational environment for the plant.
The global transition towards a sustainable, low-carbon future can greatly benefit from the potential of green hydrogen. In Finland, green hydrogen is essential in achieving the country’s carbon neutrality goals as outlined in its climate and energy strategy. The production of green hydrogen and ammonia not only presents opportunities for export and investment but also adds value to Finland’s economy while improving energy security.

Copenhagen Infrastructure Partners, Flexens, and Lhyfe have formed a partnership for the development and construction of an ambitious integrated energy island solution enabling large-scale offshore wind, green hydrogen production, and other local anchored value creating activities on Åland.
CIP, through Copenhagen Energy Islands, Lhyfe and Flexens jointly launch the Åland Energy Island project. This project will integrate large-scale offshore wind generation and hydrogen production. The ambition is to develop large scale hydrogen production on Åland integrated with gigawatt scale offshore wind in Åland waters for use both on Åland and in the wider European region, thereby supporting Åland’s and EU objectives for energy security and de-carbonisation.

New partnership to develop large-scale integrated renewable energy system on Åland
OffgridH2 co-innovation project focuses on enhancing the hydrogen output and efficiency of electrolyser plants, particularly those connected to off-grid renewable electricity sources. The aim is to lower the cost and boost the volume of green hydrogen production, making it more competitive for use in the energy and chemical sectors.
This offers new business opportunities and market potential for Finnish companies in the hydrogen value chain. By optimising these off-grid electrolysers, the project also aims to accelerate the large-scale production of green hydrogen, making it economically more viable than fossil-based alternatives while reducing environmental impacts.
The LUT University-led consortium of the OffgridH2 co-innovation project, aimed at optimising off-grid electrolyser plants, has secured a favourable funding approval from Business Finland. The total project budget is 3.7 M€, and Business Finland is funding 2.1 M€. Flexens is one of the consortium partners.

Unlocking off-grid hydrogen production – OffgridH2 co-innovation project started
BalticSeaH2 builds the first significant, cross-border hydrogen valley in Europe. The goal is to create an integrated hydrogen economy around the Baltic Sea to enable energy self-sufficiency and minimise carbon emissions from different industries. The project brings together 40 partners from nine Baltic Sea area countries, including Flexens.
Combining local areas into a broader valley supports creating a genuinely integrated, interregional hydrogen economy, which has not been done previously on this scale in Europe.

Flexens is a supporting partner in the Nordic Roadmap for future fuels for shipping. The project facilitates knowledge sharing, pilot projects and studies that will build experience in new fuels and establish green shipping corridors.
The Nordic roadmap collaboration platform is designed to serve as a forum where partners can share and discuss progress on the Nordic roadmap, receive updates on new policies, R&D initiatives, and related programs, and explore opportunities to develop spin-off projects. The primary objective is to address key implementation barriers and establish a unified roadmap for the Nordic region and its logistics ecosystem, advancing towards zero-emission shipping.

The Baltic Sea Oxygenation and the Super-Green Hydrogen Economy project, also known as “BOxHy”, was a collaborative effort between Flexens, a strong regional developer of hydrogen projects, Lhyfe, one of the world’s pioneers in green and renewable hydrogen production for mobility and industry, and Stockholm University’s Department of Ecology, Environment, and Plant Sciences (DEEP).
The main objective of the project was to tackle the problem of “anoxia” (the complete lack of oxygen in the marine environment) in the Baltic Sea by injecting oxygen into the sea via adapted, existing technology.
The project evaluated suitable coastal locations for conducting a pilot study and investigated sector coupling opportunities with green hydrogen production. Led by Flexens, the project commenced in October 2023 and concluded in October 2024. The Baltic Sea Action Plan (BSAP) Fund was funding the project. Its conclusions outline the ‘BOxIn’(Baltic Sea Pilot for Pure Oxygen Injection) pilot project, which is expected to last around 6 years.

Leading the Battle Against Anoxia in the Baltic Sea
Smart Energy Åland (SEÅ) is a society-scale testbed demonstrating how a society can run self-sufficiently on renewable energy without increasing costs for the end customer. The project, based on several scientific studies, was initiated in 2014 as a public-private partnership.
Since then, Flexens has actively promoted investments in renewable generation capacity and the decarbonising of the heating and transportation systems on Åland. The Åland Islands have ideal wind and solar conditions, an ambitious climate- and energy strategy as well as a population dedicated to sustainability, which we have reinforced through citizen engagement.
SEÅ initiative comprises multiple sub-projects related to sector coupling, serving as a platform for emerging technologies, new business ventures, and international collaboration among technology providers. SEÅ has and will continue to provide Flexens with the skills and capabilities that allow us to initiate and develop projects that help societies run on only renewable energy. The society-scale testbed also acts as a reference for energy asset integration and implementing emerging technology assets globally, and all results are applicable to large markets.
